Remove commander from medals

Is there a way to ignore commanders for getting the medals at the end of the round?
It´s so weird. Players give their best, dying, killing, taking the flags and in the end a guy that use the mouse button every 2 minutes will get the medal for points his teammates gained for him.

Yeah it is up to the players to seize the means of medal production.

He means the top 3 players of a match probably,who get Gold,silver and bronze medals for all around score.
