Ok lets see.. what is a claim.
A claim is when someone or something wants their land back or just mess whit the other guy.
For example.. you name is osea.. and a guy called ustio takes (By war..) a place called Mongo, wich was under your control. Now.. you build up and attack Mongo under Ustio control. That seems to be virtually legitimate.
BUT.. if Mongo was colonized by Ustio.. then you have no right to attack it. Only if you want to mess up whit him/her.
This situation its similar to, Morocco. Morocco was french.. Spain colonized Melilla faster than Morocco. Same situation comes to South America.. some Chileans (Not official.. like goverment) claims all the Patagonia under Argentinian Control. Why? because they want to mess whit us.
About gibraltar.. Mudrea thats true, it has been under UK since 1704. Gibraltar was ceded by Spain to the Crown of Great Britain in perpetuity, under the 1713 Treaty of Utrecht, and Spain keeps Claiming it. But the overwhelming majority of Gibraltarians strongly oppose this, along with any proposal of shared sovereignty. The British government has stated that it is committed to respecting the Gibraltarians' wishes
