.pyc filles and 3rd person

I wanted to get 3rd person view for tanks because I love those beautiful tanks and models in the game,
so I entered a quick search and I found a topic saying I should modify gameplayplugin.py but the extension
is in fact .pyc and when I open it with notepad it displays strange characters and randomly stacked words.
It looks like a mess.
I can open the .py files normaly.
Is it my notepad or is there something more to .pyc filles?

If I'm not mistaken .pyc means python-compiled file and IIRC those are not modifiable anymore (or sth like that).
This sentence is intentionally left unfinished...
