Don’t know where to put it
It happens sometimes that the two servers I’m used to play on are full.
Both 64/64 players. That’s not a problem, would also enjoy just to join as a spectator and enter the game later but that is not possible.
My suggestion would be a mode that you can join a server as spectator even if the server is “full”
Is this possible or does the network code limits it?

Spec mode is a good admin tool to spot trouble makers and cheaters.
I don't know if such tool exist for this game, as I never was an admin on a BF2 server.

The only way to spectate a full server would be if the BF2 engine had a dedicated "broadcast" function like other games such as Half-Life and its successors, which relay game play to a separate spectator server.
As far as I'm aware it doesn't and never will, unless there is a very enterprising modder out there.
Now if someone could figure out a way to stream Battlerecorder to another server.
It is not playing a movie of the round, it is actually replaying the round as it occurred when recorded within the Battlefield engine.

Yeah, this was a feature I missed very much at the bf2 start...
But there is a mediacore alternative: We at BFE-WaW use the BF2 spectator for our battles so everyone who's in the waitingroom can watch the battle from "outside":
