Sounds like a typical PB not running in admin mode problem.
Have you tried updating PB manually using the pbsetp.exe from Evenbalances homepage?

it wont work and i reunstall and i still got this error

i fixed doing those things


1- downloaded PBSVC
2- un-installed PB
3- deleted the PB folder in my Battlefield 2 folder
4- re-installed PB
5- downloaded PBSETUP
6- chose Add Game and added Battlefield 2
7- clicked Check for Updates and updated it
8- clicked update again and it said "all games are up-to-date"
