as natty said, the target audience is different. Of course FHT shares everything they do, but not everything is useful because they have different objectives. For example, a tournament will focus their maps on strategical gameplay and this means a different way to place flags, statics or map conditions/triggers.
I say always that clans and tournaments (or better said, organized campaigns managed by communities of players) makes FH2 better. Just because something is going on. It's like a party, people alone are not enough, you need also to add music, drinks and a cool place for example. For a good mod, players communities, organized campaigns, clan ladders, full public servers, events, etc are necessary, all of them.
