How do I make my game do this?

Gang:

I am a dedicated single player as you probably know; I have a few favorite scenarios as an Axis Soldier but wanted to know if there is a way to 'spice up the odds': I want to be able to fight heavily outnumbered. Is there a way to increase the number of enemy 'bots while leaving my side's numbers the same?

You have to start a co-op game and mess with the bot-related sliders

Basically you have to edit the AIDefault.ai file to set the number of bots in total
then change the "number of bots" slider in game to how many bots you want on team 1 (that is axis i think)
the rest will be on team 2
always keep bot ratio slider at 100

A Co-op game? Being as I am a single player only, how do we even do that?

OK I will try that, but since I am playing alone, will I be confronted by any AI opponents or helped by any AI allies?

Can be changed while game is running?
HOW?

to do so u need to alt-tab out of the game.
Doing so will result in GUI not showing up for spawning etc :)

i think... maybe if u do all maps in single we will be happy because its boring olny play single with germans, britains, italians, and americans; WE NEED RUSSIANS, FINLADS, AND... CANADIANS in single, if u can do that all the comunity will be happy, if 1 of u read this mi facebook is - Minos Restrepo - And maybe we can talk about this.

Your definition of boring might be slightly off, but here you go for additional stuff, including the Eastern Front:
Forgotten Maps SP/COOP
FH2 2.5 New Maps SP/COOP
Btw Canadians are playable on multiple maps by default. Also don't forget the Australians and New Zealanders.
