i am getting some mega-lag on some maps but most notably in built-up Urban areas, especially around the open building statics that have been modified to prevent access.

the statics in question have either smoke or flames and lumber blocking their entrances.

One thing I can say is that the smoke from NA maps never affects me, so I am lead to believe that the issue is related to some of the newer statics.

Lag related to smoke and flames can be caused by having V-Sync on. I've tested this a few times. With V-Sync on poping smoke and smoke plumes were a lag fest for me.
Check if you have it on.

 Hey Dude,
I tried your fix and it did not remove the issues surrounding certain statics on Brest. I will keep experimenting but I still think some of the new statics are broken.

When I ran FH 2.0 on a AMD Sempron 2500 (office variant of Athlon XP, 1700MHZ clockspeed) with 1 GB Ram and a Geforce 9800, it lagged. About once in a minute for about 6 seconds. It freezed totally. Changes at Punkbuster didn't help. Maybe your hardware is too weak after the latest update.

I usually imagine my own sounds with it, like `tjunk, tupdieyupdiedee` aaa enemy spotted, ratatatataboom

not much of a problemsolver with computers but try to uninstall your anti-virus and test in one game and see if there is smoother. Had the same problem on my old computer with norton antivirus.
