Everything. My previous build was a 2.4 GHz Dual core, 4 gig of ram, 1GB GPU and would still lag like hell. In my current rig (3.1 GHz i5, 8gb RAM, GTX 650ti 1GB, Win 7 64bit) it runs like a charm.

^ Can't hurt (both FH2 and PR eat a lot of RAM) but that CPU is a bit weak... I think that's probably your bottleneck... For the GPU it depends on your screen resolution, but it should still work good with lower effects if you're not trying to run 1080p. I find the new hi-res effects in PR very resource intensive, even for my venerable Radeon 5770.
This sentence is intentionally left unfinished...

I'd suggest working on your bottlenecks as well, but you should consider changing it altogether, your rig sounds like a gaming pc from 2009. The technological leaps don't seem to be drastic in the next 5 years or so, but that's just my opinion.

Btw, you will get memory leaks at anything lower than 4gig Ram. So I don't suggest settling with anything lower than 8.

More like 2005ish!

It wouldn't help noticeably no. Besides, unless you run 64bit system your windows do not recognize all of your ram anyways.
