How should we know?

Specs seem fine but maybe you're running other programs or you DL porn. Hardware isn't the only thing that affects performance.

It could be that your CPU bottlenecks your GPU although I think something else is going on as I used to play FH2 with AMD64 3800+ (2.4ghz), 2 gigs 800mhz and 7900GTO and had FPS almost always above 60.

dumb response in some peoples eyes, but lets eliminate the obvious;

You have dL'ed and installed the most recent GFX card drivers.

You have dL'ed and installed the most recent Motherboard drivers.

You are hardwired to your modem - i.e. not playing BF2 wirelessly.

You are attempting to play the game using HIGH settings, try lowering them and see if you get an FPs difference.

maybe you are forcing 16xAA and 16xAS in your graphics drivers or something like that ?

how did you measure your 25fps ?
fraps ? inagme  fps counter or  wild guess ;) ?

do you allways have these low fps or only short after loading the map

i dont know much abouth that gfx card of yours but i guess it should be able to run fh2 without problems

as someone said before it is possible that your CPU bottelnecks the system.

you could try to play vanilla BF2 and see how many FPS you get there, if you get about double than in fh2 it seems fine to me then ;)

Don't fear NTH is here  :P
Do you use Vista ? Did you always have 25 fps or did you notice recently a drop in performance?
During a game alt-tabto taskmanager and check your performance. Check which counter is highest CPU or Memory.
Also do you have set FPS limited to 25?

How about temperature? Check CPU, GPU and RAM temp while gaming. High temperatures lowers the performance.

Also check from Ati Catalyst Control Center if you have Wait for vertical refresh set to "On, unless application specifies" or "Always On". If its either of those try turning it to "Off, unless application specifies" or "Always Off". Those settings control Vsync and using it can cause performance drops.

Your RAM is a bit low, your graphics card is low end and your CPU is a bit old. Everything on your system is old(CPU), low-end(Vid card) or barely cutting it(RAM) which provides ample opportunity for a bottleneck. So, since you have a P4 Mobo, wait a little while and buy a new system and keep the price within reason, ~200 for a vid card, ~150 for a mobo, etc...
