Off-Topic / Building a new computer, what parts?

You've helped me quite a lot in the past with technical difficulties, but now I venture into territories I haven't kept up to date with in way too long.
In a couple of weeks, when my next paycheck arrives, I plan to get/build a new gaming computer.
I have a budget of maximum 800€. With the demands that it will be able to play kind of any game up to this date (witcher 3 and fallout 4 will be the benchmarks i suppose) on high to highest settings.
As well as needing the option to be able to upgrade it, for when (yes, when) Half life 3 is released.
Anyways, what are the things I should consider nowadays? What parts offer the most performance compared to their price? What case (I want a discreet one) would fit with the parts I should get? I prefer one with effective but silent fans.
I suck at this. if someone could get me some insight and tips as to what parts I could get it would be much appreciated.
