You can. You just need to be squadleader and have people in your squad. I'm not sure how many though. I think around 1-3 additional squadmembers and you can use it if that's what you mean.

But I would like to more accurate information.
How much to commands or how much the minimum necessary number of players ?

I'm sure I've used NCO kit as SL with no one in my squad on the WaW server. Is it different between servers?
