This is just my main terrain with none of the surrounding secondary terrains.

I created my height map by saving out a terrain mesh from google sketchup 8 of an area i selected.  I opened this terrain in 3d max, uv mapped the mesh in the Y, and added a gradient texture to the mesh.  I then rendered out the height map in the top down view.  I brought this rendered height map into photoshop and copied it onto my existing heightmapprimary.raw.  I then scaled the new heightmap down to fit and deleted the old heightmapprimary layer.  I saved out and over as a .raw in 1 channel.

Open in in Photoshop make sure count is 2 and it is 8 bits. Also make sure the size is 1 above what you created you level at (not including scale) 257x257, 513x513, 1025x1025. Resize if necessary.

I've read that you save/open with a channels count of 1.  I'll try saving out as 2.  I have the correct resolution, 513x513, and as 8 bits.

that's your problem. Heightmaps consist of 2 diffrent alpha layers.
1 with your height And the other one with the smooth (transition)

If you only have 1 alpha it will definatly bug...
