No, that's not normal. Usually there are upwards of 50 servers.
Unfortunately, only one of them is full, and the max players the mod gets at any one time is about 100. And half of them are usually in password protected Tournament Servers (WaW, F|HT).
Once the new patch comes out, the player numbers (and number of servers) should increase dramatically.
Also, make sure that you don't have any funny options or filters checked when looking for servers. Most servers run punkbuster, but only a few run Infantry Only, or BattleRecorder. Also make sure you don't have the filter that makes full servers invisible checked.
