Yes they are N24 but 80% of the players 1-man the tanks in RO. Atleast in non-coordinated pubby servers.

that makes tanks act like idiots on battlefields, although they are powerful.

Red Orchestra has a much better engine, so by comparison FH2 can feel a bit rough around the edges, but all in all FH2 is a better gameplay experience, with much more to do.

Well, depends. In BF2 you can make Big Maps, un UT3 Engine, you cant.

UT Engine focuses on Inf combat, not the big Combined Arms battles like BF2.. who's not that good.

I've seen custom maps in RO that easily match BF2 ones for size (Orel for instance). And that was on the UT 2.5 engine...

Whichever way you look at it, the unreal engines are a hell of a lot better than the BF ones. The difference in modability is so staggeringly huge between the two engines, I'm constantly surprised at how anyone could make an amazing mod like FH/FH2 with such limitations. It's really most impressive.
