well sometimes the are invisible.
if you know where they sould spawn, you can pick them up but you cant see them.
happened the last time for me on hurtgen forest with the pickup mortar kit, but it happens everywhere.

You can pick up kits on different levels of a building if you stand in the right spot, i.e. you can grab the faust at Shipyard on Port-en-Bessin if you are upstairs and standing directly over the table.

I think this is an engine problem, as the kits will be at the right position the first time a map loads up, but then will tend to sink into the ground by a meter.
