Will this be applied also for tanks?

Yes absolutely yes, well you still can get TKed by HE, but you won't have to wait 6 minutes for it  ;D

This should make AT guns more an asset than just some kind of very slowly moving artillery. And they should be now really surprising to tanks I think?

The trick to remember is that when pushing the AT you can't shoot and that it will take two seconds before you can fire when switched to firing position.
You have to think about when you want to move, because you will be very vulnerable then. It makes for better tactical play.
