Yes, but I believe it selects the more major powers still available first.

Therefore, the most likely nation for the next players to get will be:
Austria-Hungary
or Morocco

No only the 10 strong ones, the rest (like belgium) are bots.

It would be no fun playing a country with only 3 territory's when the rest has 4 times as many anyway.
