Well that's the problem. You cannot simply go to another computer with your account and vote there. And if you vote without signing in, the vote doesn't count.

Second round of voting presumably takes place probably the second week of December - with the results being revealed before the year is out.  The first is conjecture on my part, the second is indirectly quoted from Henley.
