EDITED: By reading the comments below, it helped me to improve this idea to make it ideal in WW2 era.
V2 Update: If the Commander having an instant camera
(real time view of the battlefield while sitting on the commander tent) on a "manually" flown scout plane seems too unreal in WW2 era. Then how about this:
When someone is flying the scout plane, a commander can click the SCAN button and the scout planes radar range will increase temporary( maybe it will cover 8 or more square in the map for 2 sec depending where the scout plane is).But the extra increase range will only show a still image of enemy position. Meaning those enemy caught in the "extra range" will show in the map but they are not moving, i mean they might be moving real time but when the "extra range" got them, then their last position when the radar passed by will show in the map.
It is hard to explain but think of this way, a ww2 era camera on the scout plane take a picture of the battlefield, when the commander got them it only tell him the position of the enemy and their possible directional headings but don't know where they exactly are now. Think of it like the SCAN feature of the bf2 vanilla but works with the scout plane's radar capability.
So here are stuff that can make it balanced:
-It will only work when someone is flying a scout plane
-the SCAN recharge a lot longer than the artillery button.
-The scan covers a large area of the battlefield but it has range and limited depending where the scout plane is flying unlike the SCAN feature in bf2.( where it scans the whole map)
-The enemy position(Infantry icon arrows,Tank icons) will show in the map only for about 10 sec. So the commander must hurry ,manually put another icon by the command rose,then review it to the squad leaders before the icons disappears.
-REMEMBER: Enemy shows only in the commander's map ( not by everybody).
And they are not real time, the enemy icons will not be moving, it only tell the commander that the enemy "was" there and possibly still there or might have move on. It will not distinguish the differences between rifleman,AT men or snipers.

You know when your in a scout plane, there is a pilot seat and the spotter seat. Well in such maps it is rarely seen two guys go in a scout plane only to be shot down. But the "radar" they send to a whole team is important so one pilot to operate it is already useful.
My idea is, when someone is flying a scout plane, the Commander can click the "UAV" button and the commander screen map will turn to the scout plane seats camera. I am not sure how to explain this but, the commander's view would be like he is sitting on the scout plane's spotter seat while in reality he is sitting on the ground in the tent with is radio.
It is unrealistic i know, but if it something that will improve the mod's commander role, and might boost the coordination of the team's teamwork, then who cares,i am all thumbs up for it.
Heck just imagine,for example, a teamwork between scout pilot,commander to the artillery/mortar guy. Pliot fly the scout, commander have access of a real time bird eye's view and he may give data to the guys that operate the mortars.
well just, my 2cents/Do buy it.
