"Server refuses connection"

Everytime I try to connect to FH2 or any other mod for BF2 and the game itself a message appears which says
"server refuses connection"  I tried restarting my modem and carrier, but it doesnt seem to change! Please help!  :(

This is a Punkbuster problem. Just retry joining the server without closing your game or restarting your modem.  ;)
