nobody is claiming the MP40 is better than the PPSH. It jsut wasn´t the uncontrolable waste you describe it. Best used for short bursts.
Nobody would fire full auto on a distance 25+ metres anyway. Ingame the PPSH will be superior anyway because of the common 72 shot magazine.
