The barbed wire at the back of Outskirts flag on Fall of Tobruk only hurts when I jump into it. When I walk/run into it, it doesn't give me damage. Maybe this goes for more barbed wire on FoT, I don't know.

Barbed wire on other maps DOES give me damage when I walk/run into it.

I hugged all the types and all emplaced barbed wire in and around the base and got damaged all the time. So I'd say it's working just fine.
