Yeah just bomb it and then attack it. Make sure the fort is gone and that you have a good advantage over the city guard

Morale affect directly to strength. Instead of only comparing your numbers to enemy, compare strength too.

1 vs 1 your units will have probably 0.1 or 0.2 more strength.

the difference is now 20.2 for me, and 15.7 for them
Will post definitive pre-battle numbers tomorrow
Edit: pre-battle numbers: 1 armored car, 1 artillery and 23 infantry for me (strength:24.2)
20 infantry and a fortress for them (strength: 16.5)
